Okay so I give up on this mod. I was supposed to use the FOMM to use this since the How-To only has options for using FOMM and not NMM for some weird reason and apparently I needed The Weapon Mod Menu (which only works for FOMM). I try to follow the exact instructions for WotNM and when I get to the part where I'm supposed to click 'Package Manager' it wants me to log into my account on Nexus. I put all my credentials in right and it crashes and idk what to do. Been at this for about an hour and a half now.

Not unless you use the cheat cabinet. The weapons are distributed throughout the game via itemlists for enemies and vendors and such. You're suppose to encounter them naturally in the game.
