I would go for rank 4 or 6, so you don't have to spend an extra point if it is in a matching polarity. It rounds up when it halves the cost.I have several mods below their final rank because it is always an odd, not cleanly dividable by 2, if it is not a mod that goes to rank 10. (ie: Shred, Fleeting Expertise, I used to have a 1 under max split chamber, etc)ie: A rank 6 Serration takes 10 mod points outside of a V polarity, 5 with it. A rank 5 Serration takes 9 points, but 5 in a polarity. Depends how far you are into the game. Since you are asking this question, I am assuming you are. Fuse all duplicates, use cores and credits when you aren't using them for other things like weapons and warframes (though you should focus on leveling some mods first before buying a bunch of new weapons/warframes).
When you do use cores, use them on the most important/universal mods. Things like serration, point strike, fast hands, vitality, redirection, fury, pressure point.
Fire rate, damage, clip size, reload speed, and warframe strength/efficiency are usually pretty safe bets for things to upgrade.
Using fusion, you can increase the effect of any mod you have. There's 4 different 'speeds' (not sure how else to say it) for ranking up mods.1. Fuse 2 of the same mod2. Fuse 2 different mods that have the same polarity (the little symbol in the top right corner of each mod).
This gives 1/2 of the effect of #1.3. Fuse 2 different mods with different polarites. This gives 1/2 of #2, or 1/4 of #1 (worst option, but sometimes you don't need certain mods)4. Use fusion cores. These give a flat amount (higher ranked cores give more) that can be used to rank up any mod.
